5 Best Phone Number Databases for Brazil in 2026 (LGPD-Safe)
By Kushal Magar · October 16, 2026 · 13 min read
Key Takeaway
A phone number database Brazil sales teams can use well is judged on mobile fill rate for your ICP, WhatsApp reachability and how clearly the vendor explains where numbers come from. The LGPD sits on top of whatever you buy, and no vendor in this list removes your duty to hold a lawful basis and honor opt-outs. Test every provider on 200 to 500 Brazilian contacts first.
TL;DR
The best phone number database Brazil teams can buy is the one that returns Brazilian mobiles that connect, can be traced to a lawful basis and, ideally, sit on WhatsApp. Here is the short version.
- Best for filling gaps and checking WhatsApp: SyncGTM, waterfall across 50+ providers
- Best Brazil-built company search: Econodata, pricing not published
- Best Brazil-built option with public BRL plans: Speedio, from R$719/mo
- Best self-serve lookups: Lusha, public pricing from $49.90/mo
- Best free-to-start option: Apollo.io, free plan available
We did not run a hands-on mobile hit-rate test of these vendors for this article. Prices and capabilities come from each vendor's own pages or the sources named, and anything described as a claim is the vendor's figure, not ours. We read the statute and regulator pages below directly, but this is general information, not legal advice.
Phone Number Database Brazil: LGPD, Anatel and WhatsApp Rules
Finding Brazilian numbers is the easy part. Knowing which ones you may call or message for sales, and what you can show if a prospect or the regulator asks, is where teams slip.
LGPD: legal bases and legitimate interest
The Lei Geral de Proteção de Dados, Lei 13.709/2018, lets you process personal data only under one of the bases in its Article 7. Consent is the first, and item IX allows processing needed for the legitimate interests of the controller or a third party, unless the data subject's fundamental rights and freedoms prevail.
Article 10 narrows that. Legitimate interest must serve a concrete, legitimate purpose, only data strictly necessary for that purpose may be processed, and the controller must be transparent about it. The national authority can also ask for a data protection impact report. Under Article 18 a person can object to processing that relies on a basis other than consent if the law is not being followed, so you need a working opt-out. The ANPD publishes a guide on the legitimate interest basis that is worth reading before you write your own assessment.
Enforcement sits with the ANPD. Article 52 allows a simple fine of up to 2% of the company's Brazilian revenue in its last financial year, capped at R$50 million per infraction, plus measures such as blocking or deleting the data involved. A company switchboard is not the same as a named person's mobile, and a sole trader's registered line is effectively personal, so scrutiny rises as numbers get more personal.
Anatel: Não Me Perturbe and the 0303 prefix
Não Me Perturbe is the national platform where consumers block telemarketing offers. Its site lists telecommunications providers and banks offering payroll-deducted loans as participants, so it is not a universal register of every number you might call. If a prospect tells you to stop, stop, whether or not they are on it.
Anatel created the 0303 prefix for active telemarketing under Ato 10.413/2021, with mobile operators starting in March 2022. The rules have moved since. Anatel's 0303 page now states that the procedure in force is Ato 12.712/2024 and that Acórdão 201 of 14 August 2025 made the prefix optional. The same decision requires call authentication for subscribers that originate more than 500,000 calls in a monthly period. Most outbound teams will sit far below that, but check the current text before you configure a dialer.
WhatsApp Business policy
WhatsApp's business policy says you may only contact people if they gave you their number and you have opt-in permission to send them messages. It also says WhatsApp can limit or remove access for violations. A purchased list is not an opt-in.

Brazilian Mobile Numbers and CNPJ Data
Brazilian numbers are written +55, a two-digit area code (DDD) and the subscriber number. Mobiles carry nine digits starting with 9, so the format is +55 (11) 9xxxx-xxxx, while landlines carry eight digits. A database that returns eight-digit numbers is handing you desk lines.
Company data in Brazil hangs on the CNPJ. The Receita Federal publishes the national company register as open data, and the file layout includes area code and phone fields for establishments. Those contact details are whatever the company declared, which often means an accountant's line or a stale landline, so open data gives you the company list, not a dialable mobile. Vendors such as Econodata and Speedio build on CNPJ data and add filters and contacts.
Brazilian buyers also live on WhatsApp, and small business owners often run the company from one mobile. That changes what you test: how many contacts get a mobile, how many connect, and how many are registered on WhatsApp. SyncGTM's WhatsApp validation checks registration before a rep spends time on a number. It is a reachability check, not consent, and you can try the idea on a small list with our free bulk WhatsApp verifier.
1. SyncGTM
SyncGTM is a GTM data platform best suited for Brazilian outbound teams whose first-choice database keeps returning blanks. It finds mobile numbers through waterfall enrichment across 50+ providers, so when one source has no mobile for a Brazilian contact, the next is tried.
That matters in Brazil because coverage swings between enterprise accounts in São Paulo and smaller companies elsewhere, and no single source fills every account. After a mobile is found, SyncGTM can validate WhatsApp reachability so reps know which numbers to call and which to approach through an opted-in channel, then sync results natively to Salesforce, HubSpot, Pipedrive, Attio and Close.
It does not choose your LGPD basis or manage opt-outs, so document those on your side. See how the approach works in our waterfall phone finder roundup, or estimate spend with the credits estimator.
Pros
- Queries 50+ providers in sequence for higher Brazilian mobile fill rates
- WhatsApp reachability check before a rep dials or messages
- Native sync to Salesforce, HubSpot, Pipedrive, Attio and Close
- Free tier to test on your own Brazilian list
Cons
- It enriches contacts you specify rather than selling a static downloadable list
- Lawful-basis records and opt-out handling are steps you run yourself
- Pricing is not shown in reais
Best for: Brazilian and cross-border outbound teams that need mobiles a single database misses, plus a WhatsApp check.
Pricing: Free tier available. See the pricing page for current plans.
2. Econodata
Econodata is a Brazilian B2B lead platform best suited for teams that want to build account lists by region, sector and company size before they worry about individual mobiles.
Econodata's page on the B2B Stack software directory describes search and segmentation by region, sector, company size and keywords, plus an enriched base with partner names, website and phone numbers. It also lists integrations with Exact Sales and PipeRun, two pre-sales tools common in Brazil. The directory shows a 4.7 out of 5 rating from 989 reviews, which is user opinion rather than a test of phone accuracy.
We could not open Econodata's own site, which blocked our requests, so we cannot quote its plans. The directory page publishes no price and sends buyers to a contact form. It also does not say whether the phones are mobile or reachable on WhatsApp, and a few reviewers there ask for clearer CNPJ matching on large companies. Ask for a mobile-only sample before you pay.
Pros
- Built for Brazilian company search rather than adapted from a US database
- Segmentation by region, sector and size suits account-based lists
- CRM-adjacent integrations common to Brazilian sales stacks
Cons
- No public price in the sources we could read
- Mobile and WhatsApp coverage is not documented
- Reviewers flag CNPJ consolidation gaps on large groups
Best for: Brazilian sales teams that start from company segmentation and want a local source for account lists.
Pricing: Not published in the sources we reviewed. Check current pricing with Econodata.
3. Speedio
Speedio is a Brazilian B2B lead-generation platform best suited for inside-sales teams that want company filters and phone data in one subscription priced in reais.
Speedio's own site lists plans in BRL: Primeiros passos from R$719 a month for 300 companies and one user, Iniciante from R$1,079 for 500 companies and two users, and Quero expandir from R$1,379 for 1,000 companies and three users. The top plan carries a 12-month commitment per its sign-up form, and a Customizado tier is quoted on request. It advertises a free test without giving its limits.
The site says the tool holds about 20 million phones and 17 million emails and that it checks which company numbers are active. Those are Speedio's figures, and active does not mean mobile or on WhatsApp. It states it follows LGPD and links a privacy policy, which is a statement of intent, not an audit you can rely on. Plan limits are counted in companies, so check how many contacts per company you actually receive.
Pros
- Public pricing in BRL, which makes budgeting straightforward
- Phone validation step aimed at wasted calls
- Integrates with CRMs such as Salesforce, HubSpot, Zoho and Bitrix
Cons
- Limits are counted in companies, not mobile numbers
- WhatsApp coverage is not stated
- The top plan asks for a 12-month commitment
Best for: Brazilian SMB outbound teams that budget in reais and want company filters plus phones from one local vendor.
Pricing: Primeiros passos from R$719/mo, Iniciante from R$1,079/mo, Quero expandir from R$1,379/mo, Customizado on request. Check current pricing.
4. Lusha
Lusha is a self-serve contact lookup tool best suited for individual reps who want a mobile number from a LinkedIn profile in a few clicks.
Lusha publishes dollar prices only. A phone reveal costs 5 credits against 1 for a verified email, so the Starter plan's 400 monthly credits stretch to roughly 80 phone reveals. For a rep dialing São Paulo accounts every day, that runs out quickly and the cost sits in USD against a BRL budget.
Lusha's pricing page does not mention Brazil, LGPD or WhatsApp. Treat any Brazil coverage claim you read elsewhere as unverified until you run your own sample of Brazilian contacts through the free plan.
Pros
- Public pricing and a free plan of 40 credits per month
- Fast browser lookups for ad hoc prospecting
- Phone numbers available on every plan, including free
Cons
- A phone reveal costs 5 credits, so each Brazilian mobile is expensive
- Billed in USD with no BRL pricing shown
- No LGPD or WhatsApp detail on the pricing page
Best for: Solo reps doing light mobile lookups on multinational and tech accounts in Brazil.
Pricing: Free (40 credits/mo). Starter $49.90/mo (400 credits), Pro $69.90/mo (600 credits), Premium $399.90/mo (3,400 credits). Annual billing is cheaper.

5. Apollo.io
Apollo.io is a self-serve prospecting platform best suited for teams that want a free-to-start database with sequencing built in.
Apollo has a free plan and uses pooled credits for phone numbers, emails and other data, granted each billing cycle without rollover. Its pricing page shows no dollar figures we could quote and no per-plan mobile allowance.
The page does not mention Brazil or LGPD, and the only privacy label beside the rating reads GDPR. Our own Brazil B2B database roundup describes Apollo as reasonable for São Paulo and Rio enterprise accounts and thinner for smaller companies outside major cities, which is our assessment from public information, not a measured hit rate. Use Apollo as a wide net and verify mobiles on a sample first.
Pros
- Free plan lets you check Brazilian coverage at no cost
- Dialer and sequences live in the same product
- Large pool for multinational subsidiaries and metro accounts
Cons
- No Brazil or LGPD detail on the pricing page
- Smaller Brazilian companies are thinner in our assessment
- Credits do not roll over between cycles
Best for: Startups prospecting multinational and enterprise accounts in São Paulo and Rio.
Pricing: Free plan, then Basic and Professional. Check current pricing on Apollo's site.

| Lusha | Self-serve lookups; Brazil depth not published | Not documented on pricing page | Free; Starter $49.90/mo, Pro $69.90/mo |

Prices come from each vendor's pricing page where one exists and change often, so confirm before buying. "Not documented" means we found no statement in the sources we read, not that the vendor lacks the feature. A vendor saying it follows LGPD is not proof that your use of its data is lawful. Cost per contact depends on your hit rate: divide the plan price by numbers that were found and connected.
How to Test a Brazilian Phone Database
Take 300 Brazilian contacts from your real ICP, split between São Paulo, Rio and smaller cities, and run the same list through each free trial or sample. Count how many come back with a nine-digit mobile, not how many records the vendor claims.
- Ask each vendor where the numbers come from and what basis it relies on, and keep the answer in writing
- Separate eight-digit landlines from nine-digit mobiles
- Check the mobiles for WhatsApp registration
- Dial a sample of 50 and log connect rate and wrong-person rate
- Divide plan cost by numbers that connected
That last figure is your real cost per contact. A credit-heavy tool such as Lusha at 5 credits per phone can cost more per connected mobile than its headline price suggests, while a company-count plan such as Speedio's depends on how many contacts per company you receive.
How to Choose
If you build lists from CNPJ segments and budget in reais, trial Speedio and Econodata against one global tool on the same sample. If you are one rep prospecting multinational accounts, compare Lusha and Apollo, and read Lusha alternatives for the rest of the field.
If one vendor keeps missing your Brazilian contacts, a waterfall such as SyncGTM fills the gaps and flags which numbers are on WhatsApp. Whatever you pick, record where each number came from, honor opt-outs quickly and keep WhatsApp for people who have agreed to hear from you. For other mobile-first markets, see our India phone number database guide and UAE phone number database guide. For the email side of Brazilian outbound, our email database Brazil guide covers LGPD legitimate interest for cold email.
