5 Best Phone Number Databases for the UAE in 2026 (Ranked)

Kushal Magar

By Kushal Magar · October 13, 2026 · 12 min read

Key Takeaway

A phone number database UAE teams can rely on is judged by mobile fill rate, how recently each number was confirmed, and whether you can lawfully call or message it, not by record count. Expats change jobs and SIMs often, so freshness matters more here than in most markets. Test every vendor on 200 Dubai and Abu Dhabi contacts, and run your own Do Not Call check.

TL;DR

The best phone number database UAE teams can buy returns mobiles that still reach the right person, can be called within TDRA rules, and ideally sit on WhatsApp. Short version below.

  • Best for filling gaps and WhatsApp checks: SyncGTM, waterfall across 50+ providers
  • Best self-serve lookups: Lusha, public pricing from $49.90/mo
  • Best for EMEA teams with budget: Cognism, quote-based
  • Best low-cost LinkedIn lookups: Kaspr, from EUR 45/mo
  • Best free-to-start option: Apollo.io, free plan available

We did not run a hands-on UAE mobile hit-rate test of these vendors for this article. Prices and features come from each vendor's own pages, and anything described as a claim is the vendor's figure, not ours. We found no vendor that publishes AED pricing.

Phone Number Database UAE: PDPL, TDRA and Free Zone Rules

Three layers apply when you call a UAE mobile for sales: the data protection law that governs the number itself, the telecom rules that govern the call, and the free zone regime if your prospect sits in one. This is general information, not legal advice.

Federal Decree-Law 45/2021 (PDPL)

The UAE's federal personal data law, Federal Decree-Law No. 45 of 2021, is published through the UAE legislation portal and the wider u.ae government portal explains how data services fit together. Law-firm summaries describe it as applying onshore, with DIFC and ADGM excluded because they run their own regimes, and as consent-first, with no general legitimate-interests basis. A personal mobile number tied to a named person is personal data.

Summaries also mention a UAE Data Office as regulator. Sources we read disagree on dates and on whether the executive regulations are fully in force, so check the current position on official UAE sources and take advice before you bulk-dial a purchased list.

TDRA telemarketing rules

The Telecommunications and Digital Government Regulatory Authority (TDRA)oversees telecom conduct. Gulf News, reporting on the telemarketing rules announced in 2024, says companies need prior approval from the competent authority, must call from local numbers issued by licensed providers and registered under the company's commercial licence, and must not call numbers on the Do Not Call Registry. Other sources attribute the framework to Cabinet Resolutions 56 and 57 of 2024.

The same Gulf News report gives calling hours of 9am to 6pm, a limit of one attempt a day and two a week on unanswered numbers, and company fines reaching AED 150,000. These come from a news report, not the resolution text, so verify them with the regulator. For a team dialing from Sydney or London, it also means your caller ID and time zone are part of compliance.

DIFC and ADGM free zones

Prospects registered in the Dubai International Financial Centre fall under DIFC's own law, described on the DIFC data protection page as DIFC Law No. 5 of 2020, supervised by a Commissioner of Data Protection. Abu Dhabi Global Market has a separate regime, outlined on adgm.com. If your list is heavy on fintech and funds, expect many contacts to sit under these rather than the federal law.

For the wider UAE vendor field beyond phones, see our guide to the best B2B database for the UAE.

Expat Churn and Why UAE Numbers Go Stale

A large share of the UAE workforce is expatriate, and expats change employers, cities and SIM cards faster than most local-hire markets. A mobile that worked last spring may now belong to a recycled SIM or a person who has left the country. That is a plausible mechanism rather than a measured decay rate, and no vendor we read publishes a UAE-specific churn figure.

The practical response is to ask each vendor when a number was last confirmed, not just whether it exists, and to re-check anything older than a few months before a campaign. Our own UAE database roundup makes the same point about contact churn.

+971 mobile formats

A UAE mobile is nine digits after +971, starting with 5, so +971 50 123 4567 locally becomes 050 123 4567. Landlines use area codes, 04 for Dubai and 02 for Abu Dhabi. Normalise everything to E.164 before you import, and do not infer the carrier from the prefix: with number portability, sources disagree on which prefix belongs to which operator.

WhatsApp as a first-touch channel

Many UAE buyers answer WhatsApp faster than unknown calls. A WhatsApp check tells you whether a number is registered, which is useful for sorting a list, but it is not consent and it does not replace the telecom rules above. SyncGTM offers that check after it finds a mobile, so reps can see which numbers are worth contacting before they spend time.

1. SyncGTM

SyncGTM is a GTM data platform best suited for UAE outbound teams whose first-choice database keeps returning blanks. It finds mobile numbers through waterfall enrichment across 50+ providers, so when one source has no mobile for a Dubai contact, the next is tried.

Because no single source covers the Gulf evenly, sequencing several raises the odds of a hit. After a mobile is found, SyncGTM can validate WhatsApp reachability and sync results natively to Salesforce, HubSpot, Pipedrive, Attio and Close. See how it works in our waterfall phone finder roundup, or size your spend with the credits estimator.

It does not screen against the UAE Do Not Call Registry for you, so run that step on the output.

Pros

  • Queries 50+ providers in sequence for higher UAE mobile fill rates
  • WhatsApp reachability check before outreach
  • Native sync to Salesforce, HubSpot, Pipedrive, Attio and Close
  • Free tier to test on your own Dubai list

Cons

  • It enriches contacts you specify rather than selling a static downloadable list
  • Do Not Call checks and lawful-basis records are separate steps you must run

Best for: UAE and cross-border outbound teams that need mobiles a single database misses, plus a WhatsApp check.

Pricing: Free tier available. See the pricing page for current plans.

2. Lusha

Lusha is a browser-extension lookup tool best suited for individual reps who need a handful of mobile numbers from LinkedIn profiles.

Lusha's pricing page lists a free plan of 40 credits a month, Starter at $49.90 a month for 400 credits and Pro at $69.90 for 600. A phone reveal costs 5 credits against 1 for a verified email, so a Starter seat yields roughly 80 numbers a month. All prices are in US dollars; we found no AED billing.

The page says nothing about the UAE, the Middle East, or local calling rules. Our own UAE database roundup describes Lusha's UAE mobile coverage as hit-or-miss, which is our assessment from reading vendor material, not a measured result. Given how quickly Dubai numbers change, run your own sample before paying.

Pros

  • Public pricing and a free plan for a quick UAE test
  • Fast lookups from a LinkedIn profile
  • Phone reveals are available on every plan

Cons

  • A phone reveal costs 5 credits, so cost per connected UAE mobile climbs fast
  • No UAE coverage or compliance details published
  • USD pricing only on the page we read

Best for: Solo reps and small teams doing light mobile lookups on Dubai and Abu Dhabi accounts.

Pricing: Free (40 credits/mo). Starter $49.90/mo (400 credits), Pro $69.90/mo (600), Premium $399.90/mo (3,400). Annual billing is cheaper.

3. Cognism

Cognism is a compliance-led B2B contact database best suited for EMEA teams that want phone-verified mobiles and can pay a quote-based price.

Cognism's pricing page offers Standard and Pro packages with five seats each, and says Pro includes higher-quality mobile data and on-demand mobile verification. It lists no prices and does not name the UAE, so any claim about Gulf depth needs confirming in a trial.

Cognism markets itself on compliance and links to a compliance page and a data opt-out page. We did not find do-not-call screening for UAE numbers stated on the pricing page, so ask in writing whether the UAE DNCR is covered. Our Cognism review cites reports of five-figure dollar annual contracts, which is third-party reporting rather than a quote.

Pros

  • Mobile verification on demand in the Pro package
  • Compliance-first positioning suits a regulated market
  • Covers wider EMEA if you sell beyond the Gulf

Cons

  • Quote-only pricing, no free tier
  • UAE coverage is not stated on the pricing page

Best for: EMEA sales teams with budget that call the UAE as part of a regional plan.

Pricing: Quote-based. Check current pricing with Cognism.

Read the full Cognism review.

4. Kaspr

Kaspr is a LinkedIn-first contact finder best suited for small teams that prospect from profiles and want cheaper phone credits than the big databases.

Kaspr's pricing page shows a free plan with 5 phone credits a month, Starter at EUR 45 a month with 100 phone credits, and Business at EUR 79 with 200. Extra phone credits are listed from EUR 0.35 down to EUR 0.20 each at volume, and the page does not say how many credits one number consumes. Prices are in euros; we found no AED pricing.

The page describes plans as GDPR and CCPA aligned and mentions nothing about the UAE. That does not make Kaspr unsuitable, but it means UAE hit rate is something you must measure yourself on a sample of Dubai contacts.

Pros

  • Free plan to test a few UAE contacts
  • Per-seat pricing is easy to forecast
  • Volume phone credits priced below Lusha's entry tiers on paper

Cons

  • No UAE coverage claims on the pricing page
  • Credit cost per number is not stated
  • Euro pricing, no AED billing found

Best for: Small outbound teams prospecting from LinkedIn that want to test UAE mobiles at a low entry price.

Pricing: Free (5 phone credits/mo). Starter EUR 45/mo (100 phone credits), Business EUR 79/mo (200). Enterprise custom. Check current pricing.

5. Apollo.io

Apollo.io is a self-serve prospecting platform best suited for startups that want a free-to-start database with sequencing and a dialer built in.

Apollo has a free plan and credits that unlock phone numbers. Our UAE database roundup calls it the broadest affordable option, including companies registered in free zones such as DIFC, DMCC and JAFZA, with freshness lower than for US and European data.

Treat Apollo as a wide net. Mobile accuracy swings by seniority, because UAE executives who moved in the last year are the likeliest to carry a number that no longer reaches them. Sample first, then decide how much to trust it for calling.

Pros

  • Free plan to test UAE coverage at no cost
  • Dialer and sequences in one product
  • Free zone companies are in the pool

Cons

  • Mobile accuracy varies by role and company size
  • No UAE calling-rule screening documented

Best for: Startups prospecting UAE tech and services firms that can verify numbers themselves.

Pricing: Free plan, then paid tiers. Check current pricing on Apollo's site.

Prices come from each vendor's pricing page and change often, so confirm before buying. "Not named" or "not documented" means we found no statement on the page, not that the vendor lacks the feature. Cost per contact depends on your hit rate: divide plan price by numbers that were found, were still current and connected.

How to Test a UAE Phone Database

Take 300 contacts from your real UAE ICP, split across Dubai, Abu Dhabi and free zone companies, and run the same list through each free plan. Count how many come back with a mobile, not how many records a vendor advertises.

  1. Normalise every returned number to +971 E.164 and drop duplicates
  2. Check each against the Do Not Call Registry process on the TDRA site
  3. Check survivors for WhatsApp registration
  4. Call or message a sample of 50 inside permitted hours and log connect rate and wrong-person rate
  5. Divide plan cost by numbers that survived and connected

The wrong-person rate is your best freshness signal in a high-churn market. A tool at 5 credits per number, like Lusha, can cost more per connected UAE mobile than its headline price suggests.

How to Choose

If you are one rep prospecting from LinkedIn, trial Lusha and Kaspr side by side, and read Lusha alternatives for the rest of that field. If you sell across EMEA with budget, put Cognism through the same sample. If you want a free wide net first, start with Apollo.

If one vendor keeps missing your UAE contacts, a waterfall such as SyncGTM fills the gaps and flags which numbers are on WhatsApp. Whatever you pick, check the Do Not Call Registry close to dial day and record where each number came from. For other markets, see the India phone number database guide, the UK guide and the US guide. For verified work emails beyond generic info@ inboxes, see our email database UAE guide.
