6 Best Phone Number Databases for France in 2026 (RGPD-Safe)

Kushal Magar

By Kushal Magar · October 14, 2026 · 13 min read

Key Takeaway

A phone number database France sales teams can defend is judged on sourcing transparency, not record count. Bloctel ended on 11 August 2026 in favour of consumer opt-in, B2B calls to professionals rest on legitimate interest tied to the person's profession, and the CNIL fined Kaspr EUR 240,000 in 2024 over how its contact data was gathered and disclosed. Test every vendor on 200 to 500 French contacts and ask for the data source before anyone dials.

TL;DR

The best phone number database France offers a sales team is the one whose numbers connect and whose origin you can explain to the CNIL, not the one with the biggest record count. Here is the short version.

  • Best for filling French gaps across sources: SyncGTM, waterfall across 50+ providers
  • Best for phone-verified French mobiles: Cognism, quote-based, vendor-claimed opt-out screening
  • Best budget LinkedIn-extension workflow: Kaspr, from EUR 45 per user, but read the CNIL decision first
  • Best quick lookups: Lusha, public pricing from USD 49.90/mo
  • Best French-native company signals plus phones: Pharow, from EUR 105/mo ex VAT
  • Best for enterprise multi-region teams: ZoomInfo, quote only

Phone Number Database France: Rules After Bloctel

Most French cold-calling advice online is out of date. In 2026 the consumer regime flipped from opt-out to opt-in, the Bloctel list was retired, and the CNIL republished its guidance. This is general information, not legal advice, so check with French counsel.

Bloctel is gone: consumers now need prior consent

The Bloctel website now states that the service ended on 11 August 2026, when the consent-based regime from the law of 30 June 2025 took effect. Under article L. 223-1 of the Code de la consommation, as summarised by the CNIL, consumers cannot be canvassed by phone unless they gave prior consent or the call concerns an existing contract.

Per the CNIL's telephone prospecting page, valid consent is free, specific, informed and unambiguous, and it expires after one year. Proof must be kept for at least three years (decree no. 2026-662 of 23 July 2026). Energy renovation, housing adaptation for loss of autonomy and CPF training calls are banned outright.

The Naegelen law and the calling-hours rules

Two earlier texts built the calling discipline that still applies. The Naegelen law (loi no. 2020-901 of 24 July 2020) tightened telemarketing, and decree no. 2022-1313 of 13 October 2022 set days, hours and frequency, in force from 1 March 2023. Note the law dates from 2020; the 2022 text is the implementing decree.

For consumers who have consented, the CNIL states calls are allowed Monday to Friday, 10:00 to 13:00 and 14:00 to 20:00, unless the person agreed to other times. The decree also capped repeat calls at four per consumer over 30 days. These are consumer rules, which matters when you decide which numbers belong on a B2B list.

How B2B calls to professional lines are treated

The CNIL page splits the regimes: consent for consumers, a right to object for professionals. It says canvassing professionals can rest on legitimate interest when the pitch relates to the person's profession, with the example of a software pitch to an IT director. Where you hold the data already or bought it from a third party, you must make sure the person was told their number may be used for prospecting and can object simply.

Two practical consequences follow. A switchboard or a role-based direct line sits more comfortably in that reasoning than a personal mobile reached outside work. And the profession-relevance test is yours to document per segment, not a vendor feature.

RGPD Art. 14 when a vendor supplied the number

Because the number reached you through a database, Art. 14 RGPD applies: you must tell the person who you are, why you hold their data, the legal basis and the source, within one month or at first contact if you use it to reach them. The CNIL's transparency guidance adds that the notice has to be understandable to the audience, a point the Kaspr case turns on.

For market context beyond phones, see our guide to the best B2B databases for France.

What the CNIL Kaspr Fine Means for Buyers

On 5 December 2024 the CNIL's restricted committee fined Kaspr EUR 240,000 (CNIL notice, 19 December 2024). The notice describes a paid Chrome extension that returns professional contact details for LinkedIn profiles a customer visits, backed by a database of about 160 million contacts.

The CNIL found four breaches:

  • Lawful basis (Art. 6): collecting details that users had limited to themselves, or to first and second-level connections, exceeded what they could reasonably expect.
  • Retention (Art. 5(1)(e)): data was kept five years from each update, so the clock reset whenever someone changed job.
  • Transparency (Arts. 12 and 14): people were informed only from 2022, four years after the extension launched, and by an English-language email.
  • Access (Art. 15): asked where data came from, Kaspr answered only "publicly accessible sources" although it knew some of them.

Kaspr was ordered to stop collecting restricted-visibility data, stop auto-renewing retention, inform people in a language they understand and answer access requests with its source information, with a compliance deadline of 18 June 2025. We did not check whether it has since been closed out.

Buyer takeaways apply to every vendor on this list, not only Kaspr. Ask whether data users marked private is excluded, what the retention rule is, how the vendor notifies people in French, and whether you can obtain source information to answer a person who asks you where you got their number. The CNIL has also fined a French data broker, Solocal Marketing Services, EUR 900,000 in 2025 over unproven consent in SMS and email canvassing, a reminder that regulators look up the supply chain.

French Mobile vs Landline vs Switchboard

French numbers fall into three working buckets, and a vendor's headline fill rate rarely says which one you are getting. Mobiles start with 06 or 07, geographic lines with 01 to 05, and many companies publish only a standard.

  • Mobile (06/07): best chance of reaching the person, but the strongest privacy and proportionality questions if it is a personal device.
  • Direct landline (01 to 05, 09): tied to the employer, simpler to justify, but often routed to voicemail or an assistant, and 09 can be a company VoIP line.
  • Standard (switchboard): always answers, rarely a decision maker, and the cheapest number a vendor can return.

Ask each vendor to label every returned number by type and to tell you what share of your sample was a switchboard. A phone fill rate padded with standards will feel nothing like a mobile database once your reps start dialing.

1. SyncGTM

SyncGTM is a GTM data platform best suited for French teams whose first-choice database keeps returning blanks on French contacts. It waterfalls phone enrichment across 50+ providers, trying the next source whenever one has no number.

That matters in France because no single vendor covers every sector, and regional SMEs are thin in global databases. A waterfall raises match rates on the contacts any one source misses, and results sync to Salesforce, HubSpot, Pipedrive, Attio and Close. If you already use a LinkedIn-extension tool, SyncGTM can enrich the lists those tools leave incomplete.

SyncGTM does not decide your legal basis. Document the profession-relevance reasoning and your Art. 14 notice before dialing. See the approach in our waterfall phone finder roundup or estimate spend with the credits estimator.

Pros

  • Queries 50+ providers in sequence for higher French fill rates
  • Native sync to Salesforce, HubSpot, Pipedrive, Attio and Close
  • Sits alongside a primary French database to fill its gaps
  • Free tier to test on your own French list

Cons

  • It enriches contacts you specify rather than selling a static list
  • The legal documentation of your calling basis is a step you own

Best for: French outbound teams that need mobiles and direct lines for contacts a single database misses.

Pricing: Free tier available. See the pricing page for current plans.

2. Cognism

Cognism is a Europe-first sales intelligence platform best suited for French SDR teams that call mobiles daily and want phone verification plus paperwork to show a compliance officer.

Cognism's pricing page says one credit reveals one contact and that the Pro plan adds on-demand mobile verification for selected prospects. Its French page claims verified mobiles, up to 3x higher contact rates and screening against 16 prospecting opt-out lists. Those are vendor figures we did not reproduce, and the pricing page itself says nothing about opt-out lists.

The Bloctel point deserves a direct question. Bloctel closed on 11 August 2026, so ask which French suppression sources Cognism now applies to consumer-type numbers, and how it handles the new consent regime. No published price exists, and third-party reviews put annual contracts in the five-figure EUR range without sourcing, so budget from a real quote.

Pros

  • Phone-verified mobile product aimed squarely at European calling teams
  • French-language site and compliance material (vendor claims)
  • On-demand mobile verification on the Pro plan

Cons

  • Quote-only pricing, and third-party estimates are unsourced
  • Opt-out list counts differ between pages, so ask for the French list names

Best for: French and EMEA SDR teams with budget that live on the phone.

Pricing: Quote-based (Standard and Pro, five seats each). Check current pricing with Cognism.

3. Kaspr

Kaspr is a French-founded contact finder built around a LinkedIn Chrome extension, best suited for individual reps who prospect profile by profile and want EUR pricing.

Kaspr's pricing page lists Starter at EUR 45 (struck-through EUR 59) and Business at EUR 79 (struck-through EUR 99) per user. It does not label which figure applies to monthly or annual billing. Phone credits run 5 on Free, 100 on Starter and 200 on Business per month, and add-on phone credits start at EUR 0.35 each (250 for EUR 875).

Every plan is listed as GDPR and CCPA aligned, and the page never mentions France or the CNIL. The regulator did: in December 2024 it fined Kaspr EUR 240,000 over how the database was built, which we unpack in the section above. Treat that as a buyer's due-diligence prompt, not a reason to skip the product.

Pros

  • EUR pricing with a free plan of 5 phone credits per month
  • LinkedIn-extension workflow that fits solo prospecting
  • Low entry price for a single rep

Cons

  • 100 to 200 phone credits per user per month is tight for daily dialing
  • The CNIL sanction concerns the sourcing of the data you would be using

Best for: Individual French reps on a budget who work from LinkedIn profiles.

Pricing: Free (5 phone credits/mo). Starter EUR 45 or 59 per user, Business EUR 79 or 99 per user. Enterprise custom.

Read the full Kaspr review.

4. Lusha

Lusha is a self-serve lookup tool best suited for reps who want a number from a LinkedIn profile in a few clicks and can live with USD billing.

Lusha's pricing page shows USD only. A phone reveal costs 5 credits against 1 for a verified email, so Starter's 400 monthly credits cover about 80 numbers. Free gives 40 credits a month, which is 8 phone reveals.

The page has no GDPR or France statement. Run a French sample before trusting its mobile hit rate for your ICP, and ask what the source of a number is, because you will need it for your own information notice.

Pros

  • Public pricing with a free plan
  • Fast ad hoc lookups from LinkedIn
  • Simple credit model that is easy to forecast

Cons

  • USD-only pricing and 5 credits per phone reveal
  • No France or GDPR statement on the pricing page

Best for: Solo reps and small teams doing light French mobile lookups.

Pricing: Free (40 credits/mo). Starter USD 49.90/mo, Pro USD 69.90/mo, Premium USD 399.90/mo on monthly billing; annual is cheaper.

Read the full Lusha review.

5. Pharow

Pharow is a French prospecting platform best suited for teams that start from French company data (headcount, growth signals) and add phone numbers on top.

Pharow's pricing page says phone numbers come through FullEnrich, built in, and that each number found uses 10 Pharow credits and none if nothing is found. You can also connect your own Kaspr, FullEnrich or BetterContact key. Plans are priced in EUR excluding VAT: Essentiel with 1,000 credits is EUR 105 per month annual, EUR 119 quarterly or EUR 139 monthly.

The page describes about 3.4M normalized companies and 10M prospects, but does not name its underlying contact sources, and it mentions RGPD only for email search. It does not mention Bloctel or the CNIL. Ask for the source of phone data in writing.

Pros

  • French-built, with EUR pricing excluding VAT and a 15-day trial of 100 credits
  • Charges nothing for a number it cannot find
  • Lets you plug in your own phone provider key

Cons

  • Phone data is largely a pass-through to other providers
  • Sourcing and compliance statements are thin on the pricing page

Best for: French-market teams that want company signals and some phone enrichment in one place.

Pricing: Essentiel (1,000 credits) from EUR 105/mo annual ex VAT; Avancé from EUR 169/mo annual. Credit packs from EUR 90 per 500. Custom plan on quote.

6. ZoomInfo

ZoomInfo is an enterprise B2B database best suited for large multi-region teams that want French phone data next to intent signals and org charts.

ZoomInfo's pricing page says its Sales plan includes direct dial and mobile phone numbers, and Professional lists mobile numbers and business email. The page does not mention France, Europe or GDPR, and shows no currency prices.

The database is commonly described as US-weighted, which is why French teams often shortlist a Europe-first source beside it. That is a reason to test, not a measured fact about France.

Pros

  • Direct dial and mobile numbers on sales plans
  • Intent and org chart features in the same platform
  • Deep CRM integrations

Cons

  • No published price, so budgeting needs a sales call
  • No France or GDPR statement on the pricing page

Best for: Enterprise teams selling across the US and France that want one platform.

Pricing: Quote only. Check current pricing with ZoomInfo.

Prices and statements come from each vendor's own pages and change often, so confirm before buying. We did not run a hands-on French mobile test for this guide, so coverage notes are vendor claims or page contents, not our measurements.

Cost per Number: Our Arithmetic

Published credit rules let you estimate a best-case price per number. These are our calculations from vendor pages, assuming every credit goes to phones and every lookup succeeds, so real cost is higher.

  • Lusha Starter: 400 credits at 5 per phone is 80 numbers, about USD 0.62 each on USD 49.90 monthly billing.
  • Kaspr Starter: 100 phone credits for EUR 45 is about EUR 0.45 each, if one credit equals one number. Add-ons start at EUR 0.35.
  • Pharow Essentiel: 1,000 credits at 10 per number found is 100 numbers, about EUR 1.05 each on the annual price, EUR 1.39 on monthly, ex VAT.
  • Cognism and ZoomInfo: no public price, so ask for cost per revealed mobile in your quote.

Divide the plan price by numbers that actually connected and that you may lawfully call. That figure, not the sticker, is your real cost per usable number.

How to Test a French Phone Database

Pull 300 French contacts from your real ICP, with a mix of CAC 40 subsidiaries and regional PME, and run the same list through each trial.

  1. Count results by type: mobile, direct line, switchboard
  2. Ask for the source of a sample of records, since you need it for Art. 14 and for access requests
  3. Ask whether data users restricted on LinkedIn is excluded and what the retention period is
  4. Dial 50 and log connect rate and wrong-person rate, only on numbers you can justify calling

Keep a short record per segment of why the pitch relates to the person's profession. If a regulator or a prospect asks, that note and the vendor's source answer are your defence.

How to Choose

If you call all day and have budget, test Cognism against a cheaper tool on the same sample. Solo reps on LinkedIn can compare Kaspr and Lusha, with the CNIL decision in mind, and our Cognism alternatives and Lusha alternatives cover the wider field. If you start from French company signals, test Pharow.

If one vendor keeps missing your French contacts, a waterfall such as SyncGTM fills the gaps. For neighbouring markets, see our German phone number database guide and the UK phone number database guide. For the email side, our email database France guide covers the CNIL B2B email rule.
