6 Best Phone Number Databases for Germany in 2026 (GDPR-Safe)

Kushal Magar

By Kushal Magar · October 13, 2026 · 12 min read

Key Takeaway

A phone number database Germany teams can use safely is judged on provenance and documentation, not record count. Section 7(2) no. 1 UWG allows B2B phone ads only with at least presumed consent, and GDPR adds lawful-basis and Art. 14 duties on the data itself. Test any provider on a 200 to 500 contact German sample, then document your reasoning before anyone dials.

TL;DR

The best phone number database Germany sales teams can buy is the one whose numbers connect and whose origin you can explain to a regulator or a court, not the one with the largest record count. Here is the short version.

  • Best for filling German gaps across sources: SyncGTM, waterfall across 50+ providers
  • Best for phone-verified German mobiles: Cognism, quote-based, vendor-claimed do-not-call screening
  • Best DACH-native company base: Dealfront (Echobot), phone on plans from EUR 369/mo
  • Best budget EUR pricing: Kaspr, from EUR 45 per user for 100 phone credits
  • Best quick LinkedIn lookups: Lusha, public pricing from USD 49.90/mo
  • Best for enterprise multi-region teams: ZoomInfo, quote only

Phone Number Database Germany: UWG and GDPR Rules

A German phone database is only worth buying if you can defend every call you make from it. Two laws decide that: the UWG governs the call, and GDPR governs the personal data behind it. This is general information, not legal advice.

What the UWG requires for B2B calls

Under section 7 UWG, advertising that unreasonably annoys a market participant is unlawful. Paragraph 2 no. 1 treats a phone ad as such a nuisance when it reaches a consumer without prior express consent, or another market participant without at least presumed consent (mutmassliche Einwilligung).

Presumed consent is not a blanket B2B permission. Practitioner guides describe it as a concrete reason to think the business is interested in your offer, and the caller carries the risk of misjudging it. Write down why a given company and role fit before the call, not after a complaint.

What GDPR adds: Art. 6(1)(f) and Art. 14

Most sellers rely on legitimate interest under Art. 6(1)(f) GDPR to hold a prospect's name and number. When you obtained the data from someone else, Art. 14 GDPR requires you to tell the person who you are, why you process their data, the legal basis, and where it came from.

Art. 14(3) sets the timing: within a reasonable period and at the latest one month after obtaining the data, or at the latest at first communication if you use it to contact them. Vendor data provenance therefore matters twice: once for the lawful basis, once for the source you must disclose.

Who enforces what: Bundesnetzagentur

The Bundesnetzagentur can fine unlawful advertising calls to consumers and suppressed caller numbers up to EUR 300,000. Its page also says it cannot fine advertising calls to businesses, and that consent must be documented from the moment it is given and shown to the agency on request.

Do not read that as a green light. The fine ceiling in section 20 UWG covers the consumer cases, but a B2B call without presumed consent is still unlawful under section 7. The absence of a BNetzA fine is not the absence of risk.

Broader context is in our guides to the best B2B databases for Germany and the best B2B databases for DACH.

German Mobile vs Durchwahl: What to Buy

German B2B contact data comes in two shapes, and the difference changes both hit rate and legal comfort. A Durchwahl is a direct extension after a company's main number. A mobile is a personal-device number, usually beginning 015, 016 or 017.

  • Durchwahl: tied to the employer and the role, which makes a business-interest rationale easier to document, but often routed to assistants or voicemail.
  • Mobile: higher chance of reaching the person, but a personal-device number raises the bar on your proportionality reasoning and your Art. 14 notice.
  • Zentrale (switchboard): always reachable, rarely a decision maker, and the cheapest record a vendor can give you.

Ask each vendor to split mobile, Durchwahl and switchboard in your test sample. A headline phone fill rate that is mostly switchboard numbers will not feel like a mobile database in practice.

1. SyncGTM

SyncGTM is a GTM data platform best suited for DACH teams whose first-choice database keeps returning blanks on German numbers. It waterfalls phone enrichment across 50+ providers, so when one source has nothing for a contact, the next is tried.

That matters in Germany because the Mittelstand is thinly covered by US-weighted databases, and no single vendor fills every sector. A waterfall lifts match rates on the contacts any one source misses, and results sync natively to Salesforce, HubSpot, Pipedrive, Attio and Close.

SyncGTM does not decide your lawful basis. Document presumed consent and your Art. 14 notice before dialing. See the approach in our waterfall phone finder roundup or estimate spend with the credits estimator.

Pros

  • Queries 50+ providers in sequence for higher German fill rates
  • Native sync to Salesforce, HubSpot, Pipedrive, Attio and Close
  • Works alongside a primary DACH database to fill its gaps
  • Free tier to test on your own German list

Cons

  • It enriches contacts you specify rather than selling a downloadable static list
  • Legal documentation of presumed consent is a separate step you own

Best for: DACH outbound teams that need mobiles and Durchwahl numbers for contacts a single database misses.

Pricing: Free tier available. See the pricing page for current plans.

2. Cognism

Cognism is a compliance-first B2B contact database best suited for German SDR teams that cold call mobiles daily and want documentation to back it up.

Cognism's pricing page says one credit reveals one contact and that the Pro plan adds on-demand mobile verification, which sends selected prospects to its verification engine. Its Germany article claims connect rates up to 3x higher and up to 87% accuracy on phone-verified mobiles. Both are vendor figures we did not reproduce.

It also says it screens mobile numbers against do-not-call lists in Germany and other countries, and points buyers to a Trust Centre for compliance documents. Its Germany article does not mention the UWG, so the presumed-consent decision stays with you.

Pros

  • Phone-verified mobile dataset with the clearest Europe focus on this list
  • On-demand mobile verification on the Pro plan
  • Compliance documentation is part of the sales pitch

Cons

  • Quote-only pricing, and our review cites reports of USD 15,000+ per year
  • No UWG guidance in its Germany content, so legal fit is on you

Best for: German SDR teams with budget that live on the phone and want verified mobiles.

Pricing: Quote-based (Standard and Pro, five seats each). Check current pricing with Cognism.

3. Dealfront (Echobot and Leadfeeder)

Dealfront (Echobot and Leadfeeder) is a DACH-native sales intelligence platform best suited for teams that start from German company records, then add contacts and phone numbers.

Echobot merged with Leadfeeder under the Dealfront name, and Dealfront's pricing now lives on leadfeeder.com, which fits our Dealfront review noting the March 2026 rebrand back to Leadfeeder. Its Handelsregister-sourced Mittelstand coverage is a point we cover in our German B2B database guide and treat as a vendor-described strength.

On the pricing page, phone numbers appear on Activate and Scale as verified emails and phone, with direct dials inside the credit allowance. Mobile numbers are not specifically mentioned, so ask for a German mobile sample before assuming them.

Pros

  • German entity data starts from registry sources, helpful for Mittelstand targeting
  • Pricing published in EUR, with a free Lite plan
  • German-language site and a German GmbH as the contracting entity

Cons

  • Phone numbers only on Activate (from EUR 369/mo, billed annually) and above
  • Pricing page does not state mobile coverage or do-not-call handling

Best for: DACH-first teams that need Mittelstand company coverage with some direct dials.

Pricing: Lite free. Discover from EUR 79/mo, Activate from EUR 369/mo, Scale from EUR 599/mo, all billed annually. Enterprise custom.

Read the full Dealfront review.

4. Kaspr

Kaspr is a European contact finder best suited for budget-conscious German reps who prospect from LinkedIn and want EUR pricing.

Kaspr's pricing page lists Starter at EUR 45 or EUR 59 per user and Business at EUR 79 or EUR 99. The page does not label which figure is monthly and which is annual, so check at checkout. Phone credits are 5 on Free, 100 on Starter and 200 on Business per month, and an add-on pack of 250 costs EUR 875.

Every plan is listed as GDPR and CCPA aligned, with an option to hide direct emails for compliance reasons. The page makes no Germany or do-not-call statement, so budget for your own screening.

Pros

  • Prices published in EUR, with a free plan of 5 phone credits per month
  • Europe-built, with GDPR alignment stated on every plan
  • Low entry price for a single rep

Cons

  • 100 to 200 phone credits per user per month is tight for daily dialing
  • Add-on credits at EUR 0.35 each get expensive for bulk campaigns

Best for: Individual German reps on a tight budget who prospect from LinkedIn.

Pricing: Free (5 phone credits/mo). Starter EUR 45 or EUR 59 per user, Business EUR 79 or EUR 99 per user. Enterprise custom.

Read the full Kaspr review.

5. Lusha

Lusha is a self-serve lookup tool best suited for individual reps who want a number from a LinkedIn profile in a few clicks.

Lusha publishes USD prices only. A phone reveal costs 5 credits against 1 for a verified email, so Starter's 400 monthly credits reveal about 80 numbers.

The pricing page does not mention GDPR, Germany or do-not-call handling. Run your own German sample before trusting the mobile hit rate for your ICP.

Pros

  • Public pricing with a free plan of 40 credits per month
  • Fast lookups for ad hoc prospecting
  • Monthly plans roll unused credits over, up to twice the plan limit

Cons

  • USD-only pricing, and phone reveals cost 5 credits each
  • No GDPR or German coverage statement on the pricing page

Best for: Solo reps and small teams doing light German mobile lookups.

Pricing: Free (40 credits/mo). Starter USD 49.90/mo, Professional USD 69.90/mo, Premium USD 399.90/mo on monthly billing. Annual is cheaper.

Read the full Lusha review.

6. ZoomInfo

ZoomInfo is an enterprise B2B database best suited for large multi-region teams that want German phone data next to intent and org charts.

ZoomInfo's pricing page says its sales plans include direct dial and mobile phone numbers, and the Professional plan lists mobile numbers and business email. The page does not mention Germany, EMEA, GDPR or do-not-call rules.

Pricing depends on features, licences and credit usage, and you get a figure only through sales. The database is US-weighted, which is why DACH teams often shortlist a Europe-first tool beside it.

Pros

  • Direct dial and mobile numbers on sales plans
  • Intent and org chart features in the same platform
  • Deep CRM integrations

Cons

  • No published pricing, so budgeting needs a sales call
  • US-weighted data means German mobile fill needs testing

Best for: Enterprise teams selling across the US and DACH that want one platform.

Pricing: Quote only. Plans include Professional, Copilot Advanced and Copilot Enterprise.

Prices and statements come from each vendor's own pages and change often, so confirm before buying. We did not run a hands-on German mobile test for this guide, so coverage notes are vendor claims or page contents, not our measurements.

How to Test a German Phone Database

Take 300 German contacts from your real ICP, with a mix of Konzern and Mittelstand accounts, and run the same list through each trial. Measure what comes back, not what the vendor says it holds.

  1. Count how many results are mobile, Durchwahl or only a switchboard number
  2. Ask the vendor for the source of a sample of records, since you need it for Art. 14
  3. Dial a sample of 50 and log connect rate and wrong-person rate
  4. Divide plan cost by numbers that connected and that you can lawfully call

That last figure is your real cost per usable number. Phone credits are the usual limiter: Lusha charges 5 credits per phone reveal and Kaspr Starter includes 100 phone credits a month.

How to Choose

If you cold call all day and have budget, test Cognism against a cheaper tool on the same sample. If you sell into the Mittelstand, start with Dealfront's registry-based company data and check its phone fill. Single reps on a budget can compare Kaspr and Lusha, and see Cognism alternatives and Lusha alternatives for the rest of the field.

If one vendor keeps missing your German contacts, a waterfall such as SyncGTM fills the gaps. Whatever you pick, keep a record of why each account met the presumed-consent test. For other markets, see our UK phone number database guide and the US phone number database guide. Email has stricter consent rules in Germany than calls; our email database Germany guide covers UWG for cold email.
