5 Best Phone Number Databases for Singapore in 2026 (Ranked)

Kushal Magar

By Kushal Magar · October 14, 2026 · 11 min read

Key Takeaway

A phone number database Singapore teams can rely on is judged by number type and provenance, not record count. PDPC says B2B marketing messages to an organisation's contact details sit outside the DNC provisions, but a personal mobile does not, and any DNC check is only good for 21 days. Test providers on a 200 contact +65 sample, then screen the final list before anyone dials.

TL;DR

The best phone number database Singapore sales teams can buy is the one that returns working +65 numbers you can classify as business or personal, not the one with the biggest headline count. Here is the short version.

  • Best for filling Singapore and APAC gaps across sources: SyncGTM, waterfall across 50+ providers
  • Best for quick LinkedIn lookups: Lusha, public pricing from USD 49.90/mo
  • Best low-cost unlimited phone lookups: ContactOut, Email + Phone from USD 49/mo on the non-US/UK view
  • Best for phone-verified mobiles with budget: Cognism, quote-based, Pro adds mobile data
  • Best for enterprise multi-region teams: ZoomInfo, quote only
  • No pricing page we read mentions Singapore DNC handling, so ask each vendor in writing

Phone Number Database Singapore: PDPA and DNC Rules

Singapore is small, so one bad list burns through your whole addressable market quickly. The rules that matter sit in Part 9 of the Personal Data Protection Act 2012, which covers the Do Not Call Registry, plus Part 9A on dictionary attacks and address-harvesting software. This is general information, not legal advice.

What the DNC provisions cover

PDPC's organisation guide to the DNC provisions says that if you send marketing messages to Singapore phone numbers you must check the Registry first, unless you hold valid consent. The Registry has separate lists for voice calls, text messages and fax. A specified message is one that advertises or promotes goods, services, land or business opportunities, or a supplier of them.

The B2B exclusion, and where it stops

The same guide says the DNC provisions do not apply to B2B marketing messages sent to an organisation's contact details, such as an office landline. It adds that they do apply if the message also markets goods or services to the recipient for their personal use. A direct-dial desk line is the safest case. A mobile that belongs to the person rather than the employer is the grey zone, so classify the number type before you assume the exclusion applies.

21-day validity and DNC-cleaned lists

A check has to be made within 21 days before you send the message, according to PDPC. If a vendor tells you a list is DNC-cleaned, the guide says the third-party checker must give accurate results, the date it received them and the validity period. If you have reason to think the period has lapsed or the information is wrong, you must not rely on the checker. Ask any vendor for that date in writing.

2020 amendments and enforcement

PDPC's Advisory Guidelines on the Do Not Call Provisions were updated for amendments that came into force on 1 February 2021. They include prohibitions on dictionary attacks and address-harvesting software, and requirements on third-party DNC checkers. In plain terms, numbers must not come from guessing digit combinations or bulk scraping. PDPC publishes enforcement decisions, among them a case titled breach of section 48B by an individual, so the rules are applied in practice.

For wider market context see our best B2B databases for Singapore guide, and for the Gulf equivalent read the UAE phone number database guide.

+65 Numbers: Mobile, Landline and What to Buy

Singapore phone numbers are eight digits after the +65 country code, with no area codes. In practice mobiles start with 8 or 9 and fixed lines with 6, though check the current numbering plan with the regulator before building validation rules on that. Number type matters more here than in larger markets because it drives your DNC position.

  • Direct dial (6xxx xxxx): tied to the employer, the clearest case for the B2B exclusion, but often answered by an assistant.
  • Mobile (8xxx or 9xxx): best chance of reaching the person, and the number most likely to be personal or mixed use.
  • Switchboard: always answered, rarely a decision maker, and the cheapest record any vendor can give you.

Ask each provider to split mobile, direct dial and switchboard in your test sample. A strong phone fill rate made up mostly of switchboards will not feel like a mobile database once your reps start dialing.

1. SyncGTM

SyncGTM is a GTM data platform best suited for APAC outbound teams whose primary database keeps returning blanks on Singapore numbers. It waterfalls phone enrichment across 50+ providers, so when one source has nothing for a contact, the next is tried.

Singapore has a compact set of target accounts, and regional coverage in any single vendor is uneven. Querying providers in sequence lifts match rates on the contacts one source misses, and you can reuse the same waterfall for Hong Kong, Malaysia, Indonesia and Australia. Results sync to Salesforce, HubSpot, Pipedrive, Attio and Close.

SyncGTM finds the number. It does not clear it, so run the DNC Registry check on the final list inside the 21-day window. See the approach in our waterfall phone finder roundup or estimate spend with the credits estimator.

Pros

  • Queries 50+ providers in sequence for higher +65 fill rates
  • Same workflow extends to wider APAC markets
  • Native sync to the major CRMs
  • Free tier to test on your own Singapore list

Cons

  • It enriches contacts you specify rather than selling a static downloadable list
  • DNC screening is a separate step you own

Best for: APAC outbound teams that need Singapore mobiles and direct dials for contacts a single database misses.

Pricing: Free tier available. See the pricing page for current plans.

2. Lusha

Lusha is a self-serve lookup tool best suited for individual reps who want a number from a LinkedIn profile in a couple of clicks.

Lusha publishes USD prices only, with no SGD tier. Its pricing page says a phone reveal costs 5 credits against 1 for a verified email, so the Starter plan's 400 monthly credits stretch to about 80 numbers. Monthly plans roll unused credits over, up to twice the plan limit.

Nothing on the pricing page touches the PDPA, the DNC Registry or Singapore coverage. One Singapore roundup describes its local depth as decent, but that is a third-party opinion, so judge it on your own +65 sample.

Pros

  • Public pricing and a free plan of 40 credits per month
  • Quick one-off lookups from a LinkedIn profile
  • Monthly credits roll over, up to twice the plan limit

Cons

  • Phone reveals cost 5 credits each, so mobile-heavy work drains credits fast
  • No stated Singapore coverage or DNC handling

Best for: Solo reps and small teams doing light Singapore mobile lookups.

Pricing: Free (40 credits/mo). Starter USD 49.90/mo, Professional USD 69.90/mo, Premium USD 399.90/mo on monthly billing; annual is cheaper.

3. ContactOut

ContactOut is a browser-extension contact finder best suited for recruiters and sellers who want unlimited phone lookups at a low flat price.

ContactOut's pricing page has a toggle between plans that exclude US and UK data and plans that include it, with the first marked 50% off. On the exclude view, the Email + Phone plan reads USD 49 a month against a struck-through USD 199, with unlimited phones and 600 exports a month. Singapore falls outside the US and UK, so that is the view most relevant here. The page also shows a Free tier of 5 phones a day.

The page does not mention Singapore, APAC, the DNC Registry or compliance. Because the plan is unlimited on phones but capped on exports, the real limiter is the 600 export ceiling, not a phone credit meter.

Pros

  • Unlimited phone lookups on the Email + Phone plan
  • Lower pricing for plans that exclude US and UK data
  • Free tier with 5 phones a day for a quick test

Cons

  • Plan prices are shown with strike-throughs and a toggle, so confirm the final figure at checkout
  • No published statement on Singapore coverage or DNC checks

Best for: Budget-conscious reps and recruiters who want to test many Singapore profiles cheaply.

Pricing: Free (5 phones/day). Email USD 25/mo and Email + Phone USD 49/mo on the exclude-US/UK view, with higher prices if US/UK data is included. Team and API plans are custom.

4. Cognism

Cognism is a compliance-led B2B contact database best suited for funded teams that want phone-verified mobiles and are ready to negotiate a contract.

Cognism's pricing page lists two sales packages, Standard and Pro, with five seats each. Pro adds mobile data, on-demand verification and buying-intent prioritisation. One credit reveals one contact, and previously revealed contacts are free to view again.

The page talks about European B2B data and offers English, German and French, without naming APAC or Singapore. A Singapore roundup lists Cognism for phone-verified Singapore contacts, but treat that as a vendor-adjacent claim until your own sample confirms it. Ask Cognism in writing how it handles DNC screening for +65 numbers.

Pros

  • Mobile data and on-demand verification on the Pro package
  • Compliance is a central part of the pitch
  • Seats are bundled, which simplifies team budgeting

Cons

  • Quote-only pricing makes comparison with self-serve tools hard
  • Pricing page shows a European focus and no Singapore statement

Best for: Funded APAC sales teams that want verified mobiles and will test Singapore fill before signing.

Pricing: Quote-based (Standard and Pro, five seats each). Check current pricing with Cognism.

5. ZoomInfo

ZoomInfo is an enterprise B2B database best suited for large multi-region teams that want Singapore contacts next to intent data and org charts.

ZoomInfo's pricing page says its sales plans include direct dial and mobile phone numbers, and the Professional plan lists mobile numbers and business email. Each export costs one credit, and credits are only used when you export a contact or company profile.

The page does not mention APAC, Singapore or do-not-call rules, and shows no dollar figures. Our Singapore database guide notes enterprise contracts from about USD 15,000 a year as a third-party estimate, so get a written quote.

Pros

  • Direct dial and mobile numbers on sales plans
  • Credits are consumed only when you export
  • Intent and org chart features in the same platform

Cons

  • No published pricing, so budgeting needs a sales call
  • No stated Singapore or DNC position on the pricing page

Best for: Enterprise teams selling across several regions that want one platform for Singapore and beyond.

Pricing: Quote only. Plans include Professional, Copilot Advanced and Copilot Enterprise.

Prices and statements come from each vendor's own pages and change often, so confirm before buying. This ranking is based on published pricing pages and PDPC guidance, not a hands-on test. We did not look up a sample of Singapore contacts in each tool, so coverage notes are vendor claims or page contents, not our measurements.

Cost per Number Math

Credit models make plans hard to compare, so convert each to a price per phone number at full use. These figures use the vendors' published monthly prices and assume every credit is spent, which real usage will not match.

  • Lusha Starter: USD 49.90 for 400 credits at 5 per phone is 80 numbers, about USD 0.62 each on monthly billing.
  • Lusha Professional: USD 69.90 for 600 credits is 120 numbers, about USD 0.58 each.
  • ContactOut Email + Phone: USD 49 for up to 600 exports is at most about USD 0.08 per export, and an export is not guaranteed to include a mobile.
  • Cognism and ZoomInfo: quote-only, so request a written per-credit figure and your Singapore fill rate.

The number that matters is cost per connected, lawfully callable number. Divide your plan cost by the numbers that rang through and that cleared your DNC check.

How to Test a Singapore Phone Database

Pull 200 Singapore contacts from your real ICP, mixing MNC regional offices with local SMEs, and run the same list through each free tier or trial. Judge what comes back.

  1. Count how many results are mobile, direct dial or only a switchboard
  2. Ask the vendor how the numbers were sourced, given the dictionary attack and address-harvesting rules
  3. Run the survivors through the DNC Registry and note the date, since the result lasts 21 days
  4. Dial a sample of 50 and log connect rate and wrong-person rate

Log the DNC check date next to each number in your CRM so a campaign launched in week four does not rely on week-one results.

How to Choose

If you need verified mobiles and have budget, test Cognism against a cheaper tool on the same sample. If you prospect from LinkedIn on a tight budget, compare Lusha and ContactOut, and read Lusha alternatives, ContactOut alternatives and Cognism alternatives for the wider field.

If one vendor keeps missing your Singapore contacts, a waterfall such as SyncGTM fills the gaps. Whatever you pick, treat the DNC Registry as a step in your workflow rather than an afterthought. For other markets, see our India phone number database guide and the Australia phone number database guide. For cold email in Singapore, our email database Singapore guide covers the Spam Control Act.
